  • Description

Israel was condemned by the International Civil Aviation Organisation on Wednesday (Feb. 28) for its downing of a Libyan airliner in Sinai -- a crash that killed 106 people.

By a vote of 105 to 1 (Israel) with two abstentions (Colombia and Malawi) a resolution sponsored by Guinea and Egypt, calling for an investigation of the incident and condemning Israel, was passed.

Libya was absent from the vote. The 30-nation ICAO assembly is expected to act on the resolution next week. Israel has said it would cooperate with any competent International body.

Egypt called the shooting down of the airliner by Israeli fighters "deliberate and premeditated slaughter".

Israel's Ambassador Jacob Doron, in telling the assembly that Israel would vote against the resolution, said his country would not have opposed a "constructive solution", but would not go along with one containing a condemnation.

During the debate, a number of countries, particularly in the West, expressed reservations about eh condemnation clause, but later voted for it.

More than 40 speakers took part in the debate. On this film are the French and Russian ambassadors speaking, and -- speaking in English -- the United Kingdom delegate, the Australian delegate and the Israeli delegate. A transcript of their statements follow with the roll call and result of the vote.
