Background: President Mobutu Sese Seko of Zaire flew from Entebbe on Tuesday (3 oct.) after discussing Uganda's confrontation with Tanzania and the expulsion of Asians with President Idi Amin.
Later President Amin denied a reported statement by President Mobutu that Uganda would extend the deadline for the expelled British Asians to leave the country. A Radio Uganda broadcast said General Amin stressed that the deadline still stood and he had no intention of extending it.
The two heads of state had planned to meet again on October 27 in the Eastern Zaire town of Bukayu, along with President Gregoire Kayibanda of Rawanda. But General Amin has since said the Ugandan defence council has requested him to stay in Uganda because of the current situation.
Before President Mobutu left he was presented with Uganda's highest honour, "The Order of the Source of the Nile" by President Amin.

But although all was cordial then, there was confusion after President Mobutu had returned to Zaire. He spoke of a decision by General Amin to extend the deadline for the non-Ugandan Asians to be out of the country following his mass expulsion order. This was quickly denied by the Ugandan president. He said the exit date had not been put back, and he had absolutely no intention of extending the deadline. Before President Mobutu left Uganda, arrangements had been made for President Amin to repay his visit by travelling to Zaire on October 27. The president of Rwanda, M. Gregoire Kayibanda, would have been a third party at the meeting. But in the meantime president Amin has cancelled his visit, saying that his defence council had asked him not to leave Uganda during the present situation there.
