    Background: After a seven-week deadlock, talks with the Greek and Turkish Cypriots, on the question of the British bases on the island, were resumed, June 23, at Government House, in Nicosia. Throughout Cyprus both Greek and Turkish Cypriots are speculating on the chances of the proclamation of a Republic before winter.

    Archbishop Makarios, who will become the first President attended a meeting with Dr. Kutchuk and British Colonial Office Minister Amery. Also present was the Governor Sir High Foot. In a session that lasted three-quarters of an hour it was agreed not to discuss and the latest Greco-Turkish formula to solve the issue of the bases, and try to reach agreement on all other outstanding problems.

    Later the negotiators met again with their advisors, and sone progress was made until the Archbishop once again demanded that Cypriots should be responsible for the civil administration of the bases and that the bases will only be used for military purposes, The talks are due to continue tomorrow.
