    POWELL: "The number of electors for whom the future consequences of Commonwealth immigration are overwhelmingly the gravest anxiety is growing rapidly. They will not forgive a party which studiously averts its gaze - or a Government which leaves its promises unfulfilled. Those promises must be renewed this afternoon - and they must be carried out."



    CARR: "I reaffirm absolutely unequivocally the Government's determination to control immigration even more strongly with our new powers under the 1971 Act, and to keep the numbers down. I reaffirm too our determination to honour to the full our obligations to the British Asian refugees being expelled from Uganda. Let them be assured by our vote today among other things that they will not only be received but they will be received with honour and with generosity."

    Background: In a debate at the British Conservative Party's Conference at Blackpool on Thursday (12 October) Mr Enoch Powell warned the government about the effect its immigration policy might have in a general election.

    The debate had been expected to produce great tensions and excitement among delegates and it lived up to expectations.

    Mr Powell renewed his challenge to Government immigration policy and received strong vocal support from any people in the hall. But in two votes - one by show of hands, the other by ballot - Mr Powell and his supporters were defeated twice.

    By a majority of just over two to one in the ballot party delegates backed the government policy and praised the swift decision to welcome Uganda's expelled Asians.

    For the Government the key speaker was the Home Secretary, Mr Robert Carr - who promised both to keep numbers of immigrants down and to fulfil obligations to expelled Asians.
