    He said he was more than ever convinced since taking office that "the survival of our civilization is at stake and the hour is late."
    With the Communists prouder than ever of their achievements, and claiming the tide of history was on their side, Mr Kennedy said: "Our greatest adversary is not the Russians - it is our own unwillingness to do what must be done."
