    IN CEREMONIAL DRESS AND PLUMED HELMET, SIR JOHN, ACCOMPANIED ON HIS ARRIVAL BY A MOUNTED ESCORT OF BASUTOLAND POLICE, INSPECTED A GUARD OF HONOUR BEFORE DELIVERING HIS ADDRESS ON BEHALF OF THE BRITISH SOVEREIGN.

    SIR JOHN TOLD THE COUNCIL THAT LEGISLATION WOULD BE INTRODUCED THIS SESSION TO REMOVE ANY RACE DISCRIMINATION IN THIS ENCLAVE INSIDE SOUTH AFRICA. GRANTS FROM THE BRITISH TREASURY WOULD TOTAL ABOUT 36 PER CENT OF THE ESTIMATED EXPENDITURE OF THE TERRITORY, HE ANNOUNCED. THE SPEECH WAS RELAYED TO THE PUBLIC OUTSIDE THE COUNCIL BUILDING.

    SIR JOHN IS AMBASSADOR IN SOUTH AFRICA FOR THE UK GOVERNMENT AND HOLDS CONCURRENTLY OFFICE AS HIGH COMMISSIONER FOR BECHUANALAND AND SWAZILAND PROTECORATES IN SOUTHERN AFRICA.

    AMONG THOSE PRESENT AT THE OPENING WERE THE 23 YEAR OLD PARAMOUNT CHIEF CONSTANTINE BERENG SEISO, INSTALLED MARCH 1960; THE RESIDENT COMMISSIONER, SOUTH AFRICAN-BORN, MR. A.G.T. CHAPLIN; AND CHIEF JUSTICE, MR. PETER WATKIN-WILLIAMS.

    THE COUNCIL ENTERED A NEW ERA IN 1960 WITH A NEW CONSTITUTION GRANTING FOR THE FIRST TIME WIDE POWERS OF SELF-GOVERNMENT FOR BASUTOLAND (OVER 641,000 BASUTOS TO 2,000 EUROPEANS AND OTHERS). CONSISTING OF 76 AFRICAN MEMBERS, AND FOUR EUROPEAN OFFICIALS, THE COUNCIL HAS LEGISLATIVE POWER IN ALL MATTERS EXCEPT DEFENCE INTERNAL SECURITY AND RELATED MINOR QUESTIONS. THE MAJORITY GROUP IN THE COUNCIL, THE CONGRESS PARTY, OF STRONG AFRICAN NATIONALIST VIEWS, DEMANDS FULL POWERS OF GOVERNMENT.

    THIS MONTH THE PARTY FORMED A POLITICAL FRONT - TO BE KNOWN AS THE PAN-AFRICAN SOLIDARITY CONFERENCE - WITH THE NATIONALIST PARTIES IN SWAZILAND AND BASUTOLAND. THE FRONT CLAIM TO REPRESENT 1,200,000 AFRICANS.
