    "THIS IS RADIO BIAFRA. HIS EXCELLENCY, THE OFFICER ADMINISTERING THE GOVERNMENT OF THE REPUBLIC OF BIAFRA, MAJOR GENERAL PHILIP EFFIONG, WILL NOW BROADCAST TO THE NATION............ I HAVE ASSUMED THE LEADERSHIP OF THE GOVERNMENT.



    THROUGHOUT HISTORY, INJURED PEOPLE HAVE HAD TO RESORT TO ARMS IN THEIR SELF-DEFENCE WHEN PEACEFUL NEGOTIATIONS FAIL. WE ARE NO EXCEPTION. WE TOOK UP ARMS BECAUSE OF THE SENSE OF INSECURITY GENERATED IN OUR PEOPLE BY THE EVENTS OF 1966. WE HAVE FOUGHT IN DEFENCE OF THAT CAUSE. I TAKE THIS OPPORTUNITY TO CONGRATULATE OFFICERS AND MEN TO OUR ARMED FORCES FOR THEIR GALLANTRY AND BRAVERY WHICH HAVE EARNED FOR THEM THE ADMIRATION OF THE WHOLE WORLD. I THANK THE CIVIL POPULATION FOR THEIR STEADFASTNESS AND COURAGE IN THE FACE OF OVERWHELMING ODDS AND PRIVATIONS. I AM CONVINCED NOW THAT A STOP MUST BE PUT TO THE BLOODSHED WHICH IS GOING ON AS A RESULT OF THE WAR. I AM ALSO CONVINCED THAT THE SUFFERING OF OUR PEOPLE MUST BE BROUGHT TO AN IMMEDIATE END. OUR PEOPLE ARE NOW DISILLUSIONED AND THOSE ELEMENTS OF THE OLD GOVERNMENT REGIME WHO HAVE MADE NEGOTIATIONS AND RECONCILIATIONS IMPOSSIBLE, HAVE VOLUNTARILY REMOVED THEMSELVES FROM OUR MIDST. I HAVE THEREFORE INSTRUCTED AN ORDERLY DISENGAGEMENT OF TROOPS. I AM DISPATCHING EMISSARIES TO MAKE CONTACT WITH NIGERIA'S FIELD COMMANDERS IN PLACES LIKE ONITSHA, OWERRI. AWAKA, ENUGU AND CLABAR WITH A VIEW TO ARRANGING AN ARMISTICE. I URGE GENERAL GOWON IN THE NAME OF HUMANITY TO ORDER HIS TROOPS TO PAUSE WHILE AN ARMISTICE IS NEGOTIATED."

    THROUGHOUT THE CITY, PEOPLE HUDDLED AROUND TRANSISTOR RADIOS TO HEAR THE DRAMATIC BROADCAST, OFFICIALLY ENDING 30 MONTHS OF CIVIL WAR. IT CAME AS NO SURPRISE... THE END HAD APPEARED TO BE NEAR 24 HOURS EARLIER WHEN FEDERAL TROOPS OVERRAN BIAFRA'S PROVISIONAL CAPITAL OF OWERRL. EVEN EARLIER, THERE WAS THE NEWS THAT THE SECESSIONIST LEADER GENERAL ODUMEGVU OJUKWU HAD FLED THE COUNTRY.

    IN HIS BROADCAST, GENERAL EFFIONG, WHO TOOK OVER CONTROL FROM GENERAL OJUKWU, CALLED ON HIS TROOPS TO LAY DOWN THEIR ARMS, SAYING: "OUR PEOPLE ARE NOW DISILLUSI OWNED AND THOSE ELEMENTS OF THE OLD GOVERNMENT REGIME WHO HAVE MADE NEGOTIATIONS AND RECONCILIATION IMPOSSIBLE HAVE VOLUNTARILY REMOVED THEMSELVES FROM OUR MIDST."
    AS THOUSANDS MORE REFUGEES JOINED THE TREK OF THE STARVING AND THE HOMELESS, GENERAL EFFIONG SAID HE WAS CONVINCED THAT AN END MUST BE PUT TO THE BLOODSHED AND THE SUFFERINGS OF THE BIAFRAN PEOPLE. HE CALLED ON THE FEDERAL LEADER, GENERAL YAKUBU GOWON, TO PAUSE, WHILE AN ARMISTICE WAS NEGOTIATED.

    FEDERAL MILITARY HEADQUARTERS WELCOMED THE BROADCAST AND LATER GENERAL GOWN ORDERED HIS FIELD COMMANDERS TO DO ALL TO GIVE FULL PROTECTION TO THE SURRENDERING FORCES.
