Background: THE FINAL SPLIT IN INDIA'S RULING CONGRESS PARTY WAS FORMALLY SEALED ON SUNDAY (23 NOVEMBER) BY DECISIONS OF A TWO-DAY CONVENTION IN NEW DELHI OF CONGRESSMEN SUPPORTING THE PRIME MINISTER, MRS INDIRA GANDHI.

A MAJORITY OF THE ALL-INDIA CONGRESS COMMITTEE DECLARED THE PRIME MINISTER WAS STILL A CONGRESS PARTY MEMBER, DESPITE 'EXPULSION' BY POLITICAL RIVALS EARLIER THIS MONTH, AND ALSO REAFFIRMED THAT MRS GANDHI CONTINUE TO BE PARTY LEADER IN PARLIAMENT.

THE COMMITTEE DECLARED INVALID ALL DISCIPLINARY ACTION TAKEN AGAINST MRS GANDHI BY MR. S. NIJALINGAPPA, REMOVED FROM THE PARTY PRESIDENCY THE PREVIOUS DAY (22 NOVEMBER) BY A VOTE OF THE PRIME MINISTER'S SUPPORTERS IN THE COMMITTEE.

THE WIDE DEMONSTRATION OF SUPPORT FOR MRS GANDHI FOLLOWED HER VICTORY IN PARLIAMENT A WEEK AGO WHEN SHE WON A 166-VOTE MAJORITY AGAINST A CENSURE MOTION.

THERE ARE NOW IN INDIA TWO CONGRESS PRESIDENTS, TWO GROUPS OF PARTY EXECUTIVES, TWO CONGRESS PARTIES IN PARLIAMENT, AND TWO ALL-INDIA CONGRESS COMMITTEES.

MR. CHIDAMBARAM SUBRAMANIAM, ELECTED INTERIM CONGRESS PRESIDENT TO REPLACE MR. NIJALINGAPPA, TOLD THE NEW DELHI CONVENTION:
MR. SUBRAMANIAM SAID THAT HE WOULD APPOINT AD HOC CONGRESS COMMITTEES TO REPLACE EXISTING ONES IN TAMIL, NADU, MYSORE, AND GUJARAT STATES - ALL STRONGHOLDS OF THE PARTY LEADERS OPPOSED TO MRS GANDHI.

HE TOLD THE MEETING: "WHAT DOES IT MATTER IF THERE ARE TWO GROUPS? THE PEOPLE WILL ACCEPT WHICHEVER GROUP SERVES THE NATION BETTER".
