    President de Gaulle called the French Cabinet to the Elysee Palace, Paris, Nov 16, and announced that he proposed to hold a referendum on his plan to set up what said to be a virtual provisional Government of Algeria, empowered to negotiate with the Algerian rebels.

    No date was fixed for the referendum, but it was expected that it would be held early in the New Year and would be restricted to Metropolitan France. The project of a referendum needs to be submitted in the form of a Parliamentary Bill and will be debated when Parliament discusses Algeria Dec 5.

    Observers said that the French President is assured of an overwhelming majority for his Algerian policy.

    It was reported Nov 16 that Pierre Lagaillarde - leader of last January's anti-de Gaulle revolt - has been provisionally released on bail.
