Background: President Idi Amin of Uganda left Brazzaville for Zaire on Monday (14 October). During his 24-hour visit to the People's Republic of the Congo, he held talks with President Marien Ngouabi on the problem of decolonisation in Africa.
President Ngouabi -- who was President of the recent Conference of Central and East African Heads of State -- told President Amin about the work of the Conference and the decisions it had made.
President Amin said in an interview before he left Brazzaville that Uganda would old the African liberation movements in every way. He also promised to place Uganda's air force at the Congo's disposal if it were attacked from Angola.
