    JAPAN FACES A TENSE WEEKEND AS PRIME MINISTER EISAKU SATO PREPARES TO LEAVE ON MONDAY (17 NOV) FOR TALKS IN THE UNITED STATES. THROUGHOUT JAPAN 75,000 POLICE HAVE BEEN MOBILISED IN ANTICIPATION OF RIOTING BY RADICAL STUDENTS.

    A THIRD OF THESE POLICE (25,000) HAVE BEEN MOBILISED BY THE TOKYO METROPOLITAN POLCIE BOARD, AND THEIR MAIN CONCERN IS TO GUARD TOKYO INTERNATIONAL AIRPORT, FROM WHICH MR SATO WILL BEGIN HIS JOURNEY.

    ON MONDAY ITSELF THE AIRPORT WILL BE CLOSED TO ALL BUT AIRPORT WORKERS AND MR SATO'S OFFICIAL PARTY FOR THREE HOURS BEFORE HIS AIRCRAFT TAKES OFF AT 10 AM. DOMESTIC AND INTERNATIONAL AIRLINES HAVE HAD TO CANCEL OR POSTPONE 48 FLIGHTS.

    PATROL BOATS ARE ALSO ON GUARD ON THE SEAWARD SIDE OF THE AIRPORT IN CASE ANY ATTEMPT IS MADE TO ENTER THE AREA FROM THE SEA.

    POLICE TRYING TO DISCOVER IN ADVANCE WHAT ACTION THE RADICAL STUDENTS MIGHT TAKE. ONE REPORT SAYS MORE THAN 3,000 PLAN TO ASSEMBLE AT KAMATA STATION AND MARCH TO AIRPORT WITH FIRE-BOMBS.

    MEANWHILE 17 DUMP TRUCKS ARE REPORTED STOLEN IN THE CITY IN RECENT DAYS, AND THERE ARE FEARS THESE MAY BE USED TO SMASH POLICE BARRICADES.

    MR SATO HIMSELF IS EXPECTED TO FLY TO THE AIRPORT BY HELICOPTER FROM A DEFENCE COMPOUND IN THE CITY, BUT THE EXACT TIME AND PLACE WILL NOT BE ANNOUNCED.

    THERE IS A SPECIAL GUARD ON MR SATO'S HOUSE, AND OTHER ON THE UNITED STATES EMBASSY, IN CASE THE STUDENTS MAKE THIS THE FOCUS OF THEIR ANTI-GOVERNMENT AND ANTI-UNITED STATES FEELINGS. MR SATO HAS ASSURED JAPAN ON RADIO AND TELEVISION THAT HE WILL PERSUADE MR NIXON TO RETURN OKINAWA ISLAND IN 1972, BUT THIS IS NOT ENOUGH FOR THE STUDENTS, WHO REJECT UTTERLY ANY DEFENCE PACT BETWEEN THE TWO COUNTRIES.
