Background: On November 7th in Tirana the seventh Congress of the Albanian Party of Labour had "successfully ended its proceedings" as reported by Albanian Television. But the closing speech by Mr. Enver Hoxha had left many doubts, as to the recent developments in Albania and her relations with other countries.
SYNOPSIS: In Tirana, delegates to the Party Congress welcomed its Secretary General, Mr. Enver Hoxha. He was unanimously re-elected to lead the party again. Mr. Hoxha, a 68-year-old hardline Stalinist, has ruled Albania since World War Two.
In the closing speech Mr. Hoxha described the United States and the Soviet Union as the most dangerous imperialist powers in history. The speech implied criticism of China's rapprochement with Washington. Observers said Albanian leaders are concerned with the prospect of moderates gaining the upper hand in China.
Mr. Hoxha had also accused eight former, senior, Albanian officials of conspiring with foreign enemies. Among the eight dropped from power was Mr. Beqir Balluku, former Defence Minister, once regarded as Mr. Hoxha's likely successor.
On the occasion of the ending of the seventh Congress of the Albanian Party of Labour and its 35th anniversary, a rally was organised on Tirana's main square. Over 100,000 people attended. Next to Mr. Hoxha, to greet the crowd, was Mr. Mehmet Shehu, who retained his position as Prime Minister of Albania and member of the Political Bureau of the Albanian Party.
