    OCT 30: WITH NEARLY ALL VOTES COUNTED IN THE GREEK ELECTIONS, VICTORY SEEMED ALMOST CERTAIN FOR THE FORMER RIGHT-WING GOVERNMENT OF MR. CONSTANTINE KARAMANLIS - HIS NATIONAL RADICAL UNION PARTY WERE REPORTED TO HAVE WON NEARLY HALF THE VOTES.

    THE PRO-COMMUNIST GROUP - OFFICIAL OPPOSITION IN THE PRESENT PARLIAMENT - ARE SAID TO HAVE WON ONLY 15 PERCENT OF THE VOTES COMPARED WITH 25 PERCENT AT THE LAST ELECTION. RUNNING SECOND TO THE PRIME MINISTER'S PARTY IS THE NEWLY FORMED UNION OF CENTRE PARTIES, LED BY VETERAN STATEMAN, MR. GEORGE PAPANDREOU.

    THERE WAS A LARGE PROPORTION OF ABSTENTIONS, REACHING 40 PERCENT OF THE TOTAL ELECTORATE IN SOME AREAS. THE USUAL AVERAGE OF ELECTORAL ABSTENTIONS IN GREECE IS 25 PERCENT.

    MORE THAN FIVE MILLION PEOPLE - ABOUT HALF OF THEM WOMEN - WERE ELIGIBLE TO VOTE IN 55 CONSTITUENCIES TO ELECT 300 MEMBERS OF PARLIAMENT FROM 990 CANDIDATES UNDER A NEW "REINFORCED" PROPORTIONAL REPRESENTATION SYSTEM.
