    AMONG THOSE PRESENT FOR THE FIRST SESSION WERE PRESIDENT TITO OF YUGOSLAVIA; PRESIDENT SUKARNO OF INDONESIA AND PRESIDENT NASSER OF THE UNITED ARAB REPUBLIC, THE HOST COUNTRY.

    THE CONFERENCE OPENED HALF AN HOUR LATE IN AN ATMOSPHERE OF EXCITEMENT CAUSED BY MR. TSHOMBE'S PRESENCE IN CAIRO. DELEGATES SEEMED INTENSELY SURPRISED THAT MR. TSHOMBE -- BITTERLY REPROACHED BY SOME NATIONS FOR ALLEGED RESPONSIBILITY OVER THE DEATH OF CONGO'S FIRST PRIME MINISTER, MR. PATRICE LUMUMBA -- HAD DECIDED TO COME.

    THE CONFERENCE WAS GIVEN OVER TO A GENERAL DEBATE ON THE INTERNATIONAL SITUATION, UNDER THE CHAIRMANSHIP OF LEBANESE PRESIDENT CHARLES HELOU.

    THE FIRST SPEAKER WAS PRESIDENT SUKARNO, WHO ATTACKED " OLD COLONIALIST POWER" FOR TRYING TO PREVENT ANY PROGRESS THAT IS NOT IN THEIR INTERESTS; AND WARNED DELEGATES THAT COLONIALISM IS DYING BUT IS NOT YET DEAD, AND THE STRUGGLE AGAINST IMPERIALISM IN THE PRESENT PERIOD OF NATION-BUILDING IS IMPERATIVE.

    THE SEATS FOR CONGOLESE DELEGATES ARE STILL VACANT AFTER THEY WALKED OUT OF A PRELIMINARY MEETING OF THE CONFERENCE ON OCTOBER 4 BECAUSE OF THE ATTEMPT TO KEEP THEIR PREMIER, MR. TSHOMBE, AWAY.

    MEANWHILE, POLICE AND SECURITY MEN RINGED EL OROUBA PALACE ON THE CAIRO OUTSKIRTS, WHERE MR. TSHOMBE, ACCOMPANIED BY AN ENTOURAGE OF 46, WERE DRIVEN AFTER A 45-MINUTE WAIT AT CAIRO AIRPORT EARLIER IN THE DAY. HE FLEW IN FROM ATHENS, IN A BID TO ATTEND THE CONFERENCE. THE PALACE WAS FORMERLY THE PROPERTY OF KING FAROUK'S JEWELLER.

    MEMBERS OF THE CONGOLESE EMBASSY IN CAIRO WERE NOT ALLOWED TO SEE THEIR PRIME MINISTER, AND GUARDS TOLD ALL COMERS THAT THE PALACE WAS IN QUARANTINE. EVEN THE CONGOLESE AMBASSADOR WAS REFUSED ADMITTANCE, DESPITE ARGUMENTS WITH THE POLICE. MR. TSHOMBE'S AIDE-DE-CAMP APPEARED ONCE ON THE PALACE BALCONY. SEVERAL CORRESPONDENTS WERE ALSO TURNED AWAY. THEY SAT ON THE KERBSIDE OUTSIDE THE PALACE IN A FRUITLESS WAIT.
