    ALMOST ALL OF RUSSIA'S 142 MILLION VOTERS WENT TO THE POLLS YESTERDAY (SUNDAY) TO REGISTER THEIR APPROVAL OR DISAPPROVAL OF CANDIDATES STANDING UNOPPOSED FOR ELECTION TO THE TWO HOUSE OF THE SUPREME SOVIET.

    THE THREE TOP MEN IN THE KREMLIN WERE AT A MOSCOW POLLING STATION TO CAST THEIR VOTES. MR LEONID BREZHNEV, THE GENERAL-SECRETARY OF THE COMMUNIST PARTY, MR ALEXEI KOSYGIN, THE PRIME MINISTER, AND PRESIDENT NIKOLAI PODGORNY REGISTERED THEIR APPROVAL OF CANDIDATES WHO WERE MEMBERS OF THE "BLOC OF COMMUNISTS AND NON-PARTY REPRESENTATIVES". MR MIKHOIL SUSLOV, A MEMBER OF THE POLITBURO, WAS ALSO THERE.

    ALL OF THE 1,517 CANDIDATES ARE MEMBERS OF THIS GROUPING, AND ALL WERE UNOPPOSED AFTER BEING CHOSEN AT MEETINGS IN FACTORIES AND ON FARMS IN THE PAST FEW MONTHS. VOTERS CAN REGISTER THEIR DISSENT BY CROSSING OUT THE ONE NAME ON THE BALLOT SLIP.

    THE ELECTIONS, HELD EVERY FOUR YEARS, ARE FOR THE COUNCIL OF NATIONALITIES AND THE COUNCIL OF SOVIETS, THE COUNTRY'S CHIEF LEGISLATIVE BODIES.
