    The Cuban Foreign Minister, Isidoro Malmierca Peoli, arrived in Moscow on Tuesday (18 April) for a week-long visit which observers say will include talks on Soviet-Cuban policy in Africa.

    SYNOPSIS: At Moscow airport, Mr. Malmierca was met by the Soviet Foreign Minister, Andrei Gromyko. The Cuban Minister's visit is the latest in a series of contacts between the two close allies over the past year. The fact he was visiting Moscow was only revealed in the Soviet press 24 hours before he arrived.

    According to the official communique announcing his visit, Mr. Malmierca will be discussing general questions of Soviet-Cuban relations. Cuban President Fidel Castro paid an official visit to Moscow last April, and since then, Defence Minister Raoul Castro has been there twice -- the last time in February -- apparently to coordinate military policy in the Horn of Africa.

    The Soviet and Cuban presence on the Horn of Africa is expected to be high on the agenda for talks between the two foreign ministers.

    During his week-long visit, Mr. Malmierca will also visit Volvograd -- which used to be known as Stalingrad -- as well as the Ukrainian capital, Kiev.
