Background: The Chairman of the Palestine National Council (PNC), Khaled Fahoum, told a press conference in Damascus on November 21 that 144 members of the PNC would boycott the Council's meeting in Amman on November 22. As they comprise more than a third of the membership, Fahoum, charged with convening meetings of the PNC, said that the congress would be illegal under its regulations. He appealed to the Fatah Central Committee not to take decisive action by holding the meeting under its auspices. Jordan's King Hussein, who has strongly backed Yasser Arafat against his Syrian-backed foes, will inaugurate the PNC meeting. In convening the meeting in Amman despite Syrian hostility. Arafat is apparently taking one of the biggest gambles of his 15 years as PLO Chairman. Since 1982, Arafat has been ousted from Middle East battlefields by Israeli troops and suffered mutiny by some of his forces in Lebanon. His advisors say he called the PNC session to prove he still merits a role in future regional peace moves. On the West Bank meanwhile, an Israeli officer opened fire on students demonstrating on November 21 at Bir Ziet University. The youths, supporters of Palestinian leader Yasser Arafat, burned tyres and threw stones. Five students were injured in the shooting, according to Palestinian sources. The area has been declared a miliary zone by the Israeli army.
