    RIOTING IN A NUMBER OF TOWNS IN ECUADOR FIRST STARTED ON OCT 19, WHEN VICE-PRESIDENT AROSEMENA ANNOUNCED THAT CONGRESS WOULD INSTITUTE IMPEACHMENT PROCEEDINGS AGAINST PRESIDENT VELASCO IBARRA TO REMOVE HIM FROM OFFICE. FOUR POLITICAL PARTIES ACCUSED THE PRESIDENT OF LEADING THE COUNTRY INTO "DISORDER, CHAOS, DICTATORSHIP AND OPPRESSION."
    CIVILIAN DEMONSTRATIONS WERE FOLLOWED NOV 7, BY THE REVOLT OF AN ARMY REGIMENT AGAINST THE GOVERNMENT, WHICH WAS PUT DOWN IN A SEVEN-HOUR BATTLE BY TROOPS LOYAL TO PRESIDENT VELASCO. AT THE SAME TIME, VICE-PRESIDENT AROSEMENA WAS ARRESTED ON THE PRESIDENT'S ORDERS. HOURS LATER THE PRESIDENT RESIGNED, AND AFTER AN ABORTIVE ATTEMPT BY THE ARMY TO INSTALL THEIR OWN CANDIDATE, DR. AROSEMENA WAS ENABLED BY THE SUPPORT OF THE AIR FORCE TO ASSUME THE PRESIDENCY WHICH CONGRESS HAD VOTED HIM.
