    THE LAST UNITED NATIONS TROOPS ARE PREPARING TO LEAVE THE CONGO AFTER THEIR PEACE-KEEPING OPERATION THERE. THE FLIGHTS OUT OF LEOPOLDVILLE SHOULD BE COMPLETE BY NEXT TUESDAY MORNING- THE FOURTH ANNIVERSARY OF THE REPUBLIC'S INDEPENDENCE.

    SOLDIERS FROM CANADA, SWEDEN, BRAZIL, IRELAND, DENMARK, AND NIGERIA FLEW OUT ON WEDNESDAY. THEIR DEPARTURE COMES AT A TIME WHEN THE REPUBLIC IS PREPARING FOR A TWO-WEEK REFERENDUM ON A NEW CONSTITUTION. VOTING BEGINS ON SATURDAY.

    UNDER THE NEW CONSTITUTION, A "TRANSITIONAL GOVERNMENT" WILL RUN THE COUNTRY FOR SIX TO NINE MONTHS, DURING WHICH PERIOD NEW NATIONAL ELECTIONS MUST BE HELD. IT IS BELIEVED THAT THE TRANSITIONAL GOVERNMENT MAY TAKE THE FORM OF A "ROUND TABLE". COMPOSED OF ALL THE COUNTRY'S POLITICAL PARTIES.

    M.MOISE TSHOMBE, FORMER PRESIDENT OF KATANGA IS FLYING BACK TO THE CONGO AFTER 12 MONTHS IN EUROPE. HE IS EXPECTED TO TAKE PART IN "RECONCILIATION TALKS" WITH THE CENTRAL GOVERNMENT, AND POSSIBLY BE OFFERED A MINISTERIAL POSITION.
