    Background: FEARING THAT THE ECONOMY OF HONG KONG MAY BE WRECKED BY THE CONTINUING STREAM OF REFUGEES FROM THE CHINES PEOPLE'S REPUBLIC, COLONY OFFICIALS HAVE ENLISTED THE AID OF THE MILITARY IN A MAJOR CAMPAIGN TO ROUND UP AND REPATRIATE THEM. IN A CARAVAN OF MILITARY TRUCKS, SOME 3,000 WERE TAKEN FROM ALREADY OVERCROWDED TRANSIT CAMPS TO THE BORDER MAY 19, AND THERE HANDED OVER TO THE CHINES AUTHORITIES.

    THOUSANDS OF PEOPLE AT SHEUNG SHUI, SOME TWO MILES FROM THE BORDER, HUNTED FOR RELATIVES IN THE TRUCK-LOADS OF ILLEGAL IMMIGRANTS BEING DEPORTED. THEY LINED THE HIGHWAY, BLOWING DOWN THE CONVOY, WHILE THEY THREW FOOD AND CIGARETTES INTO THE VEHICLES.

    BRITISH AUTHORITIES IN HONG KONG HAVE SHOWN ADMIRABLE COMPASSION AND GENEROSITY IN TRYING TO DEAL WITH THE REFUGEE PROBLEM, BUT THE ECONOMIC SITUATION IN HONG KONG IS SUCH THAT IT COULD EASILY BE SWAMPED AND SUBMERGED IF THE FLOOD OF ILLEGAL IMMIGRANTS CONTINUES. SINCE THE WAR ABOUT ONE MILLION REFUGEES HAVE CROSSED INTO HONG KONG AND A THIRD OF THE COLONY'S BUDGET IS DEVOTED TO MAINTAINING THEM, BUT THE ALARMING INCREASE LATELY COULD PRODUCE A CRISIS OF LEFT UNCHECKED.
