    United States Secretary of State Henry Kissinger arrived in Peru on Wednesday (10 February) for talks with the Peruvian military government on improving relations between the two countries.

    He met President Francisco Morales Bermudez shortly after arriving from Caracas to a warm reception.

    Peruvian Foreign Minister Miguel Angel De La Flor said it was a great satisfaction to welcome a personal friend and that the Secretary of State's 20-hour Peruvian visit would help improve bilateral relations.

    U.S. officials said they were surprised by the warmth of the welcome to Peru whose military government has nationalised many American-owned properties and consistently criticised Washington's policy towards the third world.

    Dr. Kissinger told his Peruvian hosts at a state banquet that poor and rich nations must resolve their differences through negotiation and not confrontation.

    He also said that the United States sympathised with the aims of Peru's left-wing revolution launched by the armed forces in 1968.
