    EBAN: "I am here to accuse the United Arab Republic together with Soviet Union of having created a great and superfluous obstacle to a peace-time by violating the standstill agreement which was one of the conditions under which the Jarring talks should have begun. We want those talks to begin, we are faithful to what we said about them on the fourth of August. The only obstacle -- which is however the crucial obstacle -- is the violation of the standstill which continue to go forward."



    REPORTER: "Mr. Minister, you have not accused Jordan of violating either the ceasefire or the standstill, why can't talks about Jordan under the auspices of Ambassador Jarring go forward?"



    EBAN: "Well, as my Prime Minister said, I think to you Miss Frederick, that's really a question for the Jordan Government to decide. There is certainly no accusation against Jordan of having violated the standstill agreement. So that as Mrs Meir said, if Jordan is prepared to go forward, we are."

There was no obstacle to the talks continuing with Jordan alone, he added.
