    DISCUSSIONS BEGAN IN LONDON TODAY (MONDAY) AS A RESULT OF WHICH IT IS EXPECTED THAT BASUTOLAND WILL GET ITS FIRST AFRICAN PREMIER AND INTERNAL SELF-GOVERNMENT.

    ALTHOUGH ADMINISTERED BY THE UNITED KINGDOM, THE COUNTRY IS VERY MUCH A PART OF SOUTHERN AFRICA. MANY OF ITS FEW THOUSAND EUROPEAN INHABITANTS ARE SOUTH AFRICAN EXTRACTION AND MANY OF ITS 800,000 AFRICANS SPEND MUCH OF THEIR LIVES WORKING IN THE REPUBLIC.

    BASUTOLAND'S ECONOMY IS CLOSELY INTEGRATED WITH THAT OF SOUTH AFRICA. THE COUNTRY IS PRACTICALLY ENTIRELY DEPENDANT UPON SOUTH AFRICA FOR MANUFACTURED GOODS AND MANY OF ITS PRINCIPAL SERVICES.

    THE BASUTOS WANT INDEPENDENCE FROM BRITAIN IN 1965. THE TALKS WILL CENTRE ON A CONSTITUTIONAL COMMISSION'S RECOMMENDATIONS THAT ELECTIONS SHOULD BE HELD UNDER A NEW CONSTITUTION THIS YEAR TO BE FOLLOWED A YEAR LATER BY INDEPENDENCE. SINCE 1960 BASUTOLAND HAS HAD A MEASURE OF INTERNAL SELF-GOVERNMENT.

    THE CONFERENCE TODAY WAS PRESIDED OVER BY THE COMMONWEALTH SECRETARY MR. DUNCAN SANDYS. THE BASUTO DELEGATION WAS UNDER THE CHAIRMANSHIP OF MR. J.T. MAPETLA -- AN ATTORNEY AND MEMBER OF THE LEGISLATIVE COUNCIL. THE PARAMOUNT CHIEF OF BASUTOLAND, MOTLOTEHI MOSHOESHOE II, ALSO ATTENDED.
