    Background: More than 4,000 troops sent in by the Italian Government were guarding the railway lines and other key public services in Reggio Calabria, today (Saturday 17 October). Many of the troops patrolled the railway line at the town of Villa S. Giovanni, six miles from the centre of Reggio. An eleven-day strike and almost continuous rioting has reduced the city almost to a state of siege. The rioters are angry because the city has not been chosen as the regional capital of Calabria. This honour has gone instead to Catanzaro, farther to the north.

    An uneasy calm is reported to have settled over the city of Reggio as it awaits next week's decision by parliament on its demand to become the administrative capital of Calabria.

    But the Calabrian Regional Assembly meets on Monday in the rival city of Catanzaro. Previous meetings have coincided with violence in Reggio, the biggest city in Calabria and one of the oldest towns in Italy.
