The demonstrators, described as workers and students, marched through the streets to the Congress Building. There were clashes with the police but no serious violence.

    In his annual address to the Congress, President Marcos called upon its members to heed the cry of the people in the streets outside for a restructuring of the social order. He said he asked the people of the Philippines to brace themselves for a democratic revolution that would reach to the roots of the country's institutions. The democratic political system of the Philippines, he said, had been corrupted by an oligarchic social and economic order.
