Background: M. Pinay, the former Prime Minister, who is trying to form a Government, announced tonight that he could do so only if he was given full economic, financial and administrative power for a year.
He is the third candidate to make this condition. It formed part of the programmes unsuccessfully submitted by M. Mollet and M. Pleven.
Tonight there were indications that, given the faintest encouragement when the political pirates meet tomorrow, to consider his proposals, M. Pinay intends to go before Parliament on Friday.
He could ask for a vote for an investiture for him and his Government, in which he would also be Finance Minister and Minister of Economics.
He sprang a surprise on everybody when he stated tonight that if his Government was overthrown he intended to ask to be given the right to dissolve Parliament and call for new elections. He insisted on the Assembly adopting electoral reform. If the Assembly could not agree on this the Government would formulate proposals. He did not intend to form a Government based on compromise.
