Background: Mr. Karamanlis, the Greek Premier, arrived in Bonn on November 10, accompanied by his Foreign Minister Mr. Averoff, to seek west German support in the Cyprus problem and an early conclusion of the negotiations for west German economic aid. Observers believed that he will have more success with the latter, though agreement for the provision of credits amounting to 800m. marks is unlikely to be signed during this three-day visit.
Since the visit of Herr von Eckardt, the State Secretary of the Federal Information Office, to Ankara recently, the Chancellor has been closely informed of the Turkish point of view. As far as acting as a mediator in the Cyprus issue, it is thought that Dr. Adenauer would not move much beyond commending M. Spaak, Secretary-General of NATO, as the only mediator for NATO member countries.
