    BRITAIN'S FINANCIAL TROUBLES ARE TO BE INVESTIGATED BY THE SEVEN COUNTRIES BELONGING TO THE EUROPEAN FREE TRADE ASSOCIATION (EFTA). THIS WAS DECIDED BY A SPECIAL MEETING OF EFTA MEMBERS IN GENEVA TODAY (MONDAY).

    IT WAS CALLED TO DISCUSS THE 15 PER CENT SURCHARGE BRITAIN HAS PUT IN IMPORTS. BRITAIN'S TRADE MINISTER, MR. DOUGLAS JAY, DEFENDED TO LEVY. THERE WAS NO ALTERNATIVE, BUT IT WOULD BE TEMPORARY, HE TOLD DELEGATES.

    IN A TWO-HOUR SESSION OF NON-STOP CRITICISM, BRITAIN'S TRADING PARTNERS ACCUSED HER OF CAUSING A "CRISIS OF CONFIDENCE," "HITTING BELOW THE BELT," AND DISREGARDING EFTA RULES.

    AFTER THE MEETING, IT WAS ANNOUNCED THAT AN EFTA GROUP WOULD LOOK INTO BRITAIN'S BALANCE OF PAYMENTS PROBLEMS, THEIR EFFECT ON BRITAIN AND OTHER MEMBER COUNTRIES, AND THE EFFECTIVENESS OF THE MEASURE BEING TAKEN TO EASE THEM.
