    PRESIDENT HAMANI DIORI SAID IN AN INDEPENDENCE DAY SPEECH (AUGUST 3) THAT NIGER WAS SUFFERING SEVERE FINANCIAL LOSS AS A RESULT OF THE NIGERIAN CIVIL WAR.

    THE PRESIDENT SAID THE NIGER WAS DOING EVERYTHING POSSIBLE TO ASSURE THE SUCCESS OF THE ORGANISATION OF AFRICAN UNITY'S CONSULTATIVE COMMITTEE IN TRYING TO FIND A SETTLEMENT TO THE NIGERIAN CONFLICT.

    NO COUNTRY DESIRED PEACE IN NIGERIA MORE THAN NIGER, HE SAID, BUT HE FELT THAT THE CONFLICT COULD ONLY BE SETTLED BY AFRICANS.

    PRESIDENT DIORI ADDED THAT A SOLUTION COULD BE REACHED IF IT RESPECTED THE CHARTER OF THE OAU WHICH INCLUDED ABSOLUTE RESPECT FOR NIGERIA'S TERRITORIAL INTEGRITY.

    NIGER'S INDEPENDENCE CELEBRATIONS WERE QUIET BUT COLOURFUL, WITH WOMEN MARCHING WITH RIFLES, FOLLOWED BY TROOPS OF THE REPUBLIC OF NIGER.
