    PACKED INTO A DUSTY SCHOOLYARD AT THIS CENTRAL COASTAL TOWN CITY OF QUI NHON, 270 MILES NORTH-EAST OF SAIGON, THE VIETNAMESE STOOD FOR THREE HOURS OR SAT IN THE BIG TREES WILE SPEECHES WERE MADE.

    ALL TEN CIVILIAN CANDIDATES OR THEIR REPRESENTATIVES SPOKE, WHILE A REPRESENTATIVE APOLOGISED FOR THE ONLY MILITARY CANDIDATE FOR PRESIDENT, GENERAL NGUYEN VAN THIEU AND HIS RUNNING MATE AIR VICE MARSHAL NGUYEN CAO KY.

    MEANWHILE, THE CIVILIAN CANDIDATES ARE CONTINUING TO PROTEST AGAINST THE MILITARY GOVERNMENT OF PRIME MINISTER KY FOR ALLEGED USE OF PUBLIC FUNDS IN THEIR CAMPAIGNS AND THE LACK OF FACILITIES AND SECURITY ACCORDED THEM IN THEIR CONTEST TO LEAD THE PEOPLE OF SOUTH VIETNAM UNDER A CONSTITUTIONAL RULE.

    THE ELECTIONS ARE SCHEDULED FOR SEPTEMBER THIRD.
