    In Chad, Head of State Felix Malloum has been visiting the southern region of the country and during major speeches in the towns of Moundou and Sarh denounced the intentions towards Chad of the Libyan Jamahiriyah.

    SYNOPSIS: General Malloum was greeted by large crowds on his arrival in Moundou. During his speech he accused Libya of being responsible for the intransigence of the Frolinat rebels at present holding out against government forces in the north of Chad. He added that Libyan involvement in Chad's internal crisis had as its objective the secession of a portion of Chad's territory.

    General Malloum said that since the armed forces came to power efforts at finding an amicable solution to the problem had failed and it was for this reason that France had been asked to reinforce the government troops.

    After his visit to Moundou General Malloum moved on to spend a day in his home town of Sarh -- the first time he had returned there since becoming Head of State in 1975. Once again he was greeted with considerable enthusiasm and in his speech reiterated his government's refusal to negotiate with Frolinat for, as he put it, "as long as the Tripoli regime continues to harbour diabolical designs on Chad".

    General Malloum also criticised the attitudes of local people in the Sarh area, saying that "certain states of mind were paralysing all actions aimed at improving the economic and social order in the region."
