  • Description

SIR LIONEL LUCKHOO, GUYANA HIGH COMMISSIONER IN LONDON, SPOKE IN CONCILIATORY TERMS ABOUT HIS COUNTRY'S BORDER DISPUTE WITH THE NEIGHBOURING SOUTH AMERICAN STATE OF SURINAM WHEN HE WAS INTERVIEWED AT THE HAGUE LAST WEEKEND (26 JANUARY), FOLLOWING HIS CALL ON QUEEN JULIANA, TO WHOM HE HAS BEEN ACCREDITED AS GUYANA'S AMBASSADOR TO HOLLAND.

SIR LIONEL'S VISIT TO HOLLAND COINCIDED WITH A FLARE-UP IN THE LONG-STANDING BORDER DISPUTE BETWEEN SURINAM (FORMERLY DUTCH GUIANA) AND GUYANA OVER ABOUT 15,000 SQUARE KILOMETERS (5,800 SQUARE MILES) OF UNEXPLORED JUNGLE WHICH IS BELIEVED TO HOLD DIAMOND DEPOSITS.

GUYANA IS AN INDEPENDENT SOVEREIGN STATE, SURINAM MAINTAINS A DOMINION-TYPE RELATIONSHIP WITH HOLLAND, WHICH REMAINS RESPONSIBLE FOR HER DEFENCE AND HAS TROOPS IN THE AREA, BUT HAS DECIDED TO JOIN IN MEDIATION EFFORTS RATHER THAN RESORT TO MILITARY INTERVENTION.

DURING HIS VISIT TO THE HAGUE, SIR LIONEL LUCKHOO MADE IT CLEAR THAT GUYANA EXPECTS THE NETHERLANDS TO MAKE THE NEXT MOVE TOWARDS PEACE DISCUSSIONS IN WHICH HIS COUNTRY IS WILLING TO JOIN.

(AN EARLIER OFFER TO NEGOTIATE A SETTLEMENT, MADE BY PREMIER FORBES BURNHAM OF GUYANA, WAS NOT TAKEN UP BY SURINAM, WHICH LAST WEEK ORDERED THE EXPULSION OF ALL GUYANESE WORKERS IN SURINAM - ESTIMATED AT 2,000.)
