For the first time since a military coup ousted the former Uganda President, Dr. Milton Obote, Government ministers from Kenya, Uganda and Tanzania--the three partner States in the East African Community--met in Kampala, Uganda, on Wednesday (17 May).
The ministers were attending a two-day meeting of the Community's Communications Council. under the chairmanship of Mr. William Rwetsiba of Uganda--the Community's Minister for Communications, Research and Social Services.
Tanzania was represented by Mr. Job Lusinde--Minister of Communications and Transport, and Mr. Al-Noor Kassum, Community Minister for Finance and Administration; Kenya by Mr. Ronald Ngala, Minister of Power and Communications, and Doctor Robert Ouko, Community Minister of Common Market and Economic Affairs.
Among other business the Council was expected to discuss the future of East African Airway, which has been experiencing serious financial problems.
The East Africa Community runs the airline, as well as East African Railways, East African Harbours and East African Posts and Telecommunication.
Relations between Uganda and Tanzania have recently improved after a period of conflict following the overthrow of Dr. Obote--a close friend of Tanzania's President Nyarere. Until this week Tanzania refused to send delegates to meeting in Uganda.

Chairman of the meeting was Mr. William Rwetsiba of Uganda--the Community's Minister for Communications, Research and Social Services. This was a regular meeting of the Council, but it was the first time that Tanzania had sent ministers to a meeting in Uganda since Dr. Milton Obote--a close friend of Tanzania's President Nyerers--was overthrown. Later, the Community's Finance and Economic Planning Council were to hold similar meetings in the Ugandan capital, before the East African Legislative Assembly opens for its budget session on Tuesday.
