    MEETING IN GENEVA TODAY (FRIDAY) THE GOVERNING BODY OF THE INTERNATIONAL LABOUR ORGANISATION (I.L.O.) UNANIMOUSLY AGREED TO "WAIT AND SEE" WHAT THE UNITED NATIONS DOES ABOUT SOUTH AFRICA BEFORE DECIDING WHETHER SHE SHOULD BE EXPELLED FROM THE I.L.O.

    MEANWHILE THEY SET UP A COMMITTEE TO STUDY HOW THE I.L.O. COULD BEST HELP ELIMINATE AND TO SUGGEST MEASURES TO THE NEXT SESSION OF THE GOVERNING BODY.

    THE AGREEMENT CAME AFTER A LONG AND INVOLVED DEBATE WHICH BEGAN ON WEDNESDAY. AFRICAN MEMBERS OF THE I.L.O. HAD RENEWED THEIR CALL FOR SOUTH AFRICA'S EXPULSION FROM THE ORGANISATION, WITH A WARNING OF MORE WALKOUTS IF THIS WERE NOT DONE.

    THE AFRICAN DELEGATES ARGUED THAT IMMEDIATELY UNILATERAL ACTION BY THE I.L.O., AS AN AUTONOMOUS AGENCY WITHIN THE U.N., COULD AN SHOULD SET AN EXAMPLE BY EXPELLING SOUTH AFRICA.

    THE UNITED STATES DELEGATE, MR. GEORGE WEAVER, POINTED OUT THAT EVEN IF THE I.L.O. DID EXPEL SOUTH AFRICA, SOUTH AFRICA WOULD MERELY RE-APPLY TO THE UNITED NATIONS AND AUTOMATICALLY REJOIN THE I.L.O.

    AMONG THE 12-MAN COMMITTEE ELECTED TO STUDY HOW THE I.L.O. COULD BEST ELIMINATE APARTHEID WAS MR. K. J. OEKSNES, PERMANENT SECRETARY OF THE NORWEGIAN SOCIAL AFFAIRS MINISTRY. THE NEXT SESSION OF THE I.L.O. WILL BE HELD NEXT JANUARY.
