    THE BRITISH MINSTER OF HEALTH, MR. KENNETH ROBINSON, HAS PROMISED AN INQUIRY INTO TODAY'S (MONDAY) BLAZE AT A MENTAL HOSPITAL NEAR SHREWSBURY IN WHICH 22 WOMEN PATIENTS DIED. LATER TODAY, POLICE AND FIRE EXPERTS WERE PROBING THE DEBRIS TO TRY AND FIND THE CAUSE OF THE OUTBREAK.

    MOST OF THE DEAD WOMEN WERE ELDERLY PATIENTS AT THE HOSPITAL, THE SHELTON MENTAL HOSPITAL, BUT ONE WAS A 25-YEAR-OLD WOMAN ADMITTED ONLY YESTERDAY. AT LEAST 14 OTHER PATIENTS WERE INJURED, TWO OF THEM ARE CRITICALLY ILL.

    THE PATIENTS WERE ALL IN A LOCKED WARD -- BEECH WARD -- THROUGH WHICH THE FIRE RAGE EARLY TODAY. ANGRY QUESTIONS WERE ASKED IN THE HOUSE OF COMMONS THIS AFTERNOON, AND THE HEALTH MINISTERS ANSWERED BY PROMISING THE INQUIRY.

    THE LOCKED WARD WAS ON THE FIRST FLOOR OF THE WOMEN'S WING IN THE 100-YEAR-OLD HOSPITAL. THERE HAVE BEEN REPORTS THAT THE PATIENTS WERE LOCKED IN THE WARD WITH NO ATTENDANT ON DUTY, AND ALTHOUGH THE HEALTH MINISTER SAID HE UNDERSTOOD THE WARD WAS NOT WITHOUT AN ATTENDANT, HE WAS LOOKING INTO THE ALLEGATIONS.

    MATRON ROSMUND BUTTERS TOLD REPORTERS THAT THE WARD WAS USED FOR THE MOST DISTURBED PATIENTS WHO WERE ALLOWED TO SMOKE IN THE EVENINGS. SOME OF THEM, SHE SAID, WERE CARELESS WITH THEIR CIGARETTES.

    ABOUT 120 OF THE 800 INMATES WERE EVACUATED AND FOUND TEMPORARY ACCOMMODATION IN A RECREATION HALL.

    THE DEATH ROLL WAS BROUGHT TO 22 TONIGHT AS A SECOND PATIENT DIED IN HOSPITAL.
