Background: The creation of a European Space Agency is being discussed at the Consultative Assembly of the Council of Europe meeting at Strasbourg, France, Sept 23-29.
U.K. Minister of Science, Lord Hailsham, heading a British delegation of some 20 members of Parliament including Edward Heath, newly-created deputy to Foreign Secretary Lord Hume, made his maiden speech to the Assembly Sept 23 in which he referred to European cooperation on space research.
Per Federspiel of Denmark, took the chair at the opening session.
The Assembly unanimously proposed Sept 24 the creation of a European space agency. Lord Hailsham said Britain would induce as many members of the Council of Europe as possible to join i na space programme.
The programme, the Assembly report said, is to develop and build a space vehicle in Europe and to "promote peaceful uses of outer space".
