    THE PARTY, WHOSE LEADER HERR WILLY BRANDT BECAME A NATIONAL FIGURE AS MAYOR OF WEST BERLIN DURING THE 1961 BERLIN WALL CRISIS, BEGAN THEIR FIVE DAY CONGRESS IN KARLSRUHE, TODAY.

    PRO-NATO SOCIAL DEMOCRATS HAVE MADE STRIKING GAINS IN RECENT LOCAL ELECTIONS, OUSTING THE CHRISTIAN DEMOCRATS -- THE RULING PARTY AT FEDERAL LEVEL, IN SOME OF THEIR PREVIOUS STRONGHOLDS.

    POLLSTERS SAY THE TREND CONTINUES, BUT POINT OUT THAT THE POPULARITY OF CHANCELLOR LUDWIG ERHARD IS STILL MUCH HIGHER THAN THAT OF HERR BRANDT.

    THE SOCIAL DEMOCRATS HAVE BEEN IN OPPOSITION SINCE 1949 WHEN THE WEST GERMAN STATE WAS SET UP. UNTIL RECENTLY THEY APPEARED TO HAVE NO CHANCE OF ATTAINING POWER, BUT DISAGREEMENTS IN THE GOVERNMENT COALITION AND AMONG CHRISTIAN DEMOCRATS ABOUT THE ATTITUDE TO PRESIDENT DE GAULLE AND THE CONCEPT OF A EUROPEAN DEFENCE FORCE, HAVE GAINED THEM SUPPORT.
