    Background: Zulfikar Ali Bhutto is the youngest ... best dressed and fastest stepping leader in Asia.

    At the age of 48 he is a man of unquestioned intelligence and ability.

    He uses his helicopter to keep in touch the way some people use a telephone. The prime minister visited the Pakistani delegation to the Asian games just prior to their departure for Teheran.

    He has taken a page From the Chinese and the Russians in Pakistans patronage of International sport.

    In what may have been an oblique reference to the most recent unpleasantness with India...he spoke of winning and losing...

    Bhutto himself is an avid sports fan..especially cricket.

    He was educated in the United States and England..and was admitted to the bar in London. several of his key Ministers attended the same schools.

    The visit to the training camp gave Mr. Bhutto a chance to meet officials and politicians from Pakistans four provinces..never a man to let a political opportunity pass..he chatted with some of the officials during the tea break..

    There are still some British touches left on the subcontinent..one of these is a fondness for pipes and drums.

    Mr. Bhutto started early in government ... by the unheard of age of 30 he was minister of commerce. He held a number of cabinet posts before having falling out with the military government of ayab Khan. He spent the rate 1960's in the political wilderness..including a stint behind bars.

    He took over as chief executive in 1971 after the war with India over what is now Bangla Desh. The Prime Minister lives in a huge turn of the century house. It was originally built by the British for the commander in chief of their northern forces.

    Tarbella dam is one of the largest in the world. It was built by a consortium of 13 nations. It is vital to Pakistans Agricultural and Industrial plans...and it is in trouble. With his usual short notice the Prime Minister made a visit to the dam.

    Bhutto is aware that his political opposition is looking for issues...and, unless quickly solved, the construction problems at the dam could be just what theyre looking for.

    After a careful look at the dam Bhutto held a meeting of his advisors and representatives of the construction consortium. Then he made a decision. The huge reservoir behind the dam would be drained so that the engineers could inspect the damage. It would set the hoped for irrigation back at least a season, perhaps more.

    The Bhuttos have four children.

    While we were filming this profile Mrs. Bhutto was in Bucharest...representing Pakistan at the UN Population conference..
    The oldest girl attended Harvard and Oxford...The older boy is studying at Harvard..the two younger children attend the International school in Islamabad..They are all bright, outgoing and love to tease their father.

    The birth control programme is less than effective. With a mass media that is almost totally controlled the Prime Minister doesnt have to worry much about his public image..but even when foreign reporters aren't present he uses any excuse to campaign...and hes good at it. One of the things hes most concerned about is inflation..although its only 12 percent a year..low for Asia..its making his cons?ants unhappy..and Bhutto is an astute politician who knows what wins..and loses referring to Bhuttos public style one of lifted a description of teddy roosevelt..a combination of St. Paul and St. Vitus....
    Prime Minister Zulfikar Ali Bhutto is a complex, ambitious man who obviously enjoys the the power of his office. His critics have call pakistan a one man democracy and not much of a democracy at that.

    Bhuttos supporters contend that the magnitude of the problems facing pakistan sometimes make harsh and immediate measures necessary. Whether the Prime Ministers style and methods will change after Pakistan has solved its problems remains to be seen.
