TRANSCRIPT: SEQ. 1: TOLBERT: "Within the capacity of our resources, (INDISTINCT) society must now begin to implement programmes for urban reconstruction and rural transformation. Urban housing accommodation especially on out capital city has not kept pace with the rapid influx of people. There is a serious lack of adequate and satisfactory housing for a large number of the (INDISTINCT). This unsatisfactory condition not only affects the overall health of the urban population but tends to become demoralising by (INDISTINCT) as well as to detract from the aesthetic value of our city. We consider immediate action by government necessary, to stimulating the financing of housing complexes, to provide appropriate housing units to be made available under reasonable terns to citizens in the middle and lower income brackets. In the wholesome (INDISTINCT) society it is each and every one of our responsibilities to involve ourselves in the clearing of our slums.
