    PRESIDENT LEOPOLD SENGHOR OF SENEGAL, IN GAMBIA FOR A THREE-DAY STATE VISIT, SAID ON HIS ARRIVAL IN BATHURST ON MONDAY THAT THE TWENTIETH CENTURY HAD NO ROOM FOR "MINI-STATES" LIKE SENEGAL AND GAMBIA. AT END OF THE VISIT THE TWO COUNTRIES SIGNED A TREATY OF ASSOCIATION AIMED AT STRENGTHENING CO-OPERATION BETWEEN THEM.

    PRESIDENT SENGHOR WAS THE MET AT THE AIRPORT BY THE PRIME MINISTER OF GAMBIA, SIR DAWDA JAWARA, AND BY THE GOVERNOR-GENERAL SIR FARIMANG SINGHATEEH. IN A POLICY SPEECH, PRESIDENT SENGHOR REFERRED TO THE SIZES OF THE TWO COUNTRIES, AND SAID THAT THE FUTURE WOULD ONLY BE PROFITABLE FOR LARGER UNITS. BUT HE WARNED AGAINST HASTY AND SPECTACULAR SOLUTIONS. THESE, HE SAID, HAD TOO OFTEN PROVED TO BE SOURCES OF GRAVE MISUNDERSTANDING BECAUSE THEY DID NOT HAVE THE SUPPORT OF THE PEOPLE THEY CONCERNED.

    UNDER THE TERMS OF THE TREATY SIGNED LATER, THE HEADS OF GOVERNMENTS WILL MEET ONCE A YEAR, AS WILL AN INTER-STATE MINISTERIAL COMMITTEE. THE TREATY'S FIRST ARTICLE SAYS THAT ITS PURPOSE IS TO "PROMOTE AND EXPAND THE CO-ORDINATION AND CO-OPERATION BETWEEN THE TWO COUNTRIES IN ALL AREAS.
