    Background: MOSCOW, USSR

Polish leader General Wojciech Jaruzelski on Monday (1 March) visited Moscow for the first time since martial law rule was imposed in Poland last December. He was met at the airport by the Soviet leader, President Leonid Brezhnev. Before leaving Poland the General showed he was ready to keep his promise to relax martial law by the end of February. Several hundred internees are to be released provided they sign pledges that they will not act against the interests of the state. Poles will be able to travel to Eastern Bloc countries and visitors from the West will be allowed into Poland, though not by car. In a Kremlin speech welcoming Poland's military leader, President Brezhnev voiced Soviet backing for the martial law and said it represented "timely measures". In his first full comments on the Polish crisis the Soviet leader said the imposition of martial law had met with "fully understanding" from his country's leadership.
