Background: The Turkish Government on Thursday, (4 January), defeated an Opposition censure motion in parliament which had accused it of negligence in failing to stop the riots at Kahramanmaras in the south of the country where more than one hundred people were killed in late December. The vote in the National Assembly was two hundred and twenty-six votes to two hundred and ten in favour of Prime Minister, Bulent Ecevit's Social Democrat Party.

SYNOPSIS: A day earlier (3 January) Istanbul University opened for the first time since the imposition of martial law following the riots in Kahramanmaras. Schools and universities have been the venue for political violence in recent years and the government seems determined by the strategic placement of troops on campus to prevent further violence.

Students were required to show their identity passes before gaining entrance to Istanbul University. And this scene was repeated at many educational institutions across the country, in the thirteen provinces where martial law is in force. Prime Minister Ecevit has claimed that martial law will not be allowed to destroy people's basic freedoms and that his government remains committed to democracy.

But the events of recent weeks have enabled the Opposition parties led by the former Turkish Premier, Suleyman Demirel, to put increasing pressure on the government. And with political survival at stake Mr. Ecevit is trying to ensure that the riots of Kahramanmaras will not be repeated. In managing to defeat the Opposition censure motion by the small margin of sixteen votes in the National Assembly, Mr. Ecevit has given his government a breathing space. His job now is to tackle the problems which caused the recent riots. He says they were political rather than religious.
