    The 13th Summit of Organisation of African Unity (OAU) Heads of State ended in Port Louis, Mauritius on Monday (5 July) amid reports of deep divisions between some of the 42 member countries. For some it was the unlucky 13th with Uganda and Sudan calling on the United Nations Security Council to debate their quarrels with fellow members.

    SYNOPSIS: Although a Heads of State summit, only six leaders were prepared to leave their capitals for the meeting. President Dawda Jawara of Gambia was one of those who addressed the delegates on the final day. But by then, there were definite sings of discord. Morocco and Mauritania, which jointly administer the Western Sahara, were involved in a protracted dispute with Algeria over the area. Morocco then withdrew from the summit and Algeria accused the other two countries of aggression.

    Gabon's President, Omar Bongo, supported a call by Zaire for a special summit to discuss the situation in the Western Sahara. Sir Seewoosagur Ramgoolam, Prime Minister of Mauritius, also gave his support to a formal motion on the subject. The resolution was tabled by Nigeria and passed unanimously. Sir Seewoosagur had just taken over as Chairman of the OAU for the coming year and succeeds President Idi Amin of Uganda to the position.

    Another division resulted when Uganda accused Kenya of giving assistance to Israel's recent commando raid on Entebbe Airport to free hostages held there by terrorists. Uganda also called on the United Nations Security Council to discuss the matter. Sudan has asked the Security Council to meet regarding its accusations against Libya. Sudan has accused Libya of complicity in last month's attempted abortive coup to overthrow President Nimeiry.
