    At the Werner Seelenbinder Sports Stadium, East Berlin, March 9, Soviet Premier Kruschev told 50,000 East Germans gathered inside and outside the stadium that he was not opposed to US, British, French, Russian or neutral States' troops stationed in a Free Berlin, to guarantee its status.

    The Soviet Government had proposed that West Berlin should be a free, unarmed city because it realized living conditions in West Berlin were different to those in East Germany and that there would be bitter changes if the city were integrated with East Germany.

    Everybody who wanted peace should agree to the Soviet proposal. The East German Government had given a solemn undertaking not to interfere in the Free City's internal affairs.

    Mr. Kruschev refuted suggestions that East Berlin should be declared a Free City with West Berlin. "East Berlin is the capital of East Germany."
    He said a peace treaty and the end of occupation in Berlin would create better prospects for peace and for the two German States' getting together. If the Western Powers refused to sign such a treaty the Soviet Union would conclude one with East Germany whether it please Dr. Adenauer or not.

    Earlier in the day Mr. Kruschev received Herr Ollenhauer, West German Socialist Party leader. They spoke for about two hours. Afterwards the West German Socialist said they had agreed that all problems must be solved by peaceful negotiations.

    West Berlin Mayor Willi Brandt has been invited to cross the border into East Berlin for talks with Kruschev, on March 10.
