    THE TREATY IS A VERY GOOD THING IN ITSELF: IT HALTS THE ARMS-RACE, OR PUTS A BRAKE ON THE ARMS RACE, AT A POINT WHERE IT IS MOST DANGEROUS AND MOST EXPENSIVE.



    BUT WE WANT TO DO MUCH MORE THAN CO-EXIST, WE WANT TO CO-OPERATE. HOW CAN WE GET TO KNOW EACH OTHER BETTER? I THINK THE BEST WAY, REALLY, IS TO EXCHANGE PEOPLE: SCIENTISTS, TEACHERS, SPORTSMEN, ANY ORGANISATION YOU LIKE, WHICH YOU LIKE TO CHOOSE AND WE CAN RECIPROCATE. YOU SEE, WHY I LIKE EXCHANGING PEOPLE IS THAT ONCE THE SOVIET PEOPLE AND THE BRITISH PEOPLE SEE EACH OTHER, WE WILL REALISE THAT WE ARE HUMAN BEINGS ENGAGED IN THE BUSINESS IN LIVING.



    I WANT YOU TO KNOW THAT EVERY PEOPLE AT HOME IN BRITAIN, AND I'M SURE THIS IS TRUE, TOO, OR EVERY FAMILY IN THE UNITED STATES, REJOICES WITH YOU IN THE SOVIET UNION, THAT NOT ONLY OUR CHILDREN AND OUR GRANDCHILDREN, AND THE CHILDREN AS YET UNBORN, WHO HAVE AS A RESULT OF THE NUCLEAR TEST-BAN TREATY, A SAFER LIFE. AND WE BELIEVE THAT THE CLOSER WE WORK TOGETHER IT WILL BE GOOD NOT ONLY FOR EACH OF OUR COUNTRIES, BUT THE WHOLE WORLD AS WELL.

THE TWO MEN MET AT A LUNCHEON ORGANISED BY THE RUSSIANS, AND IT IS BELIEVED THAT THEY DISCUSSED LAOS, THE NON-AGGRESSION PACT PROPOSAL AND SOME ASPECTS OF MEASURES AGAINST SURPRISE ATTACK. AN OFFICIAL COMMUNIQUE AFTERWARDS SAID THAT THEY "EXPRESSED VIEWS ON QUESTIONS OF MUTUAL INTEREST."
