    (SEQ 4) OBOTE: "THE CONFERENCE FELT THAT SUCH MEETINGS AFFORD THE OPPORTUNITY, WHERE PEACEFUL DISPUTES BETWEEN NEIGHBOURING STATES COULD FIND AMICABLE AND PEACEFUL SOLUTION, THEREBY CONTRIBUTING TO THE PEACE AND STABILITY IN AFRICA, AND THUS STRENGTHEN AND STABILISE THE O.A.U. THE MEETING NOTED WITH SATISFACTION THE MEMORANDUM OF UNDERSTANDING REACHED BETWEEN THE SISTER COUNTRIES OF SOMALIA AND KENYA, AND THE MOVE TO SETTLE PEACEFULLY THE DISPUTE BETWEEN ETHIOPIA AND SOMALIA. THE CONFERENCE BELIEVES THAT THIS THIRD MEETING OF EASTERN AND CENTRAL AFRICAN STATES HAS CONTRIBUTED IN LARGE MEASURE IN CREATING BETTER AND SOUNDER NEIGHBOURLY RELATIONS AMONG THE COUNTRIES OF THE REGION."

THE DELEGATES, ALL LEADERS OF THEIR RESPECTIVE COUNTRIES, CLOSED THE THREE DAY CONFERENCE WITH APPROVAL OF RECOMMENDATIONS FOR REGIONAL CO-OPERATION DRAWN UP BY THEIR FOREIGN MINISTERS IN LUSAKA LAST JULY.

    AT THE LAST SESSION, PRESIDENT OBOTE OF UGANDA, THE CHAIRMAN, CLOSED THE MEETING.

    THE FATE OF THE 130 WHITE MERCENARIES AT PRESENT BEING HELD IN RWANDA AFTER THEIR FLIGHT FROM CONGO-KINSHASA IN NOVEMBER, REMAINED UNRESOLVED.

    THE COUNTRIES ATTENDING THE CONFERENCE WERE UGANDA, TANZANIA AND KENYA, BURUNDI, CENTRAL AFRICAN REPUBLIC, CONGO-BRAZZAVILLE, CONGO-KINSHASA, ETHIOPIA, RWANDA, SOMALIA, SUDAN AND ZAMBIA.
