Background: Ambassadors of the Big Four Powers signed the first postwar agreement on Berlin in the city on Friday, on the 32nd anniversary of the outbreak of the Second World War with Germany.

The ceremony took place in the former Allied Control Council Building, where the ambassadors of the United States, the Soviet Union, Britain and France struggled for 17 months to hammer out the agreement.

The settlement means that the western powers have obtained from the soviet Union for the first time an obligation in principle to maintain unobstructed traffic to and from the city.

For the Soviet Union it means, in effect, that they have restricted the scope of the three western allies' authority in the city to the western half alone.

SYNOPSIS: In the former Allied Control Authority Building in West Berlin on Friday, the ambassadors of the Big Four powers met for the signing of the first postwar agreement on Berlin - on the 32nd. anniversary of the outbreak of the war with Germany. First to sign the agreement was Soviet Ambassador Piotr Abrasimov, followed by Kenneth Rush for the United States....the U.K.'s Sir Roger Jackling, and France's Jean Sauvangnargues.

The ambassadors had struggled for 17 months to hammer out the agreement, designed to ease east-west tensions over the divided city. For the three western powers the agreement means that for the first time an obligation has been obtained in principle from the Soviet Union to maintain unobstructed traffic to and from the city. Presence access and viability are now secured for the west in Berlin, for the first time by an international agreement. For the Soviet Union it means, in effect, that they have restricted the scope of the three western allies' authority in the city to the western half alone.

The ambassadors looked well pleased with their work when the formalities were over, the Soviet Union's Mr Abrasimov speaking for all when he pronounced "All's Well that ends well" in German.
