BUT THAI AUTHORITIES IN THE NORTHEASTERN PROVINCE OF NONGKHAI DECLARED A STATE OF EMERGENCY YESTERDAY AFTER THE SWOLLEN MEKONG RIVER OVERRAN ITS BANKS.

    IN THE RIVER KWAI REGION ROADS HAVE BEEN FLOODED AND RAILWAY SERVICES RESTRICTED. ABOUT 500 PASSENGERS HAD TO BE RESCUED FROM ONE MAROONED TRAIN.

    THE FLOODING HAS AFFECTED ABOUT 10,000 PEOPLE -- MAKING MANY OF THEM HOMELESS. SOME PEOPLE BUILT PROTECTIVE LEVEES ONLY TO SEE THE SWIRLING WATERS BREACH THEM AND ENGULF HOUSES.

    COMMUNICATIONS HAVE ALSO BEEN AFFECTED AND RELIEF WORKERS SENT IN FROM BANGKOK TO REPAIR FALLEN POWER LINES.
