    THE UNITED NATIONS COUNCIL FOR SOUTH WEST AFRICA HAS ASKED THE SECURITY COUNCIL TO TAKE WHAT IT TERMS "EFFECTIVE MEASURES" TO OUST SOUTH AFRICA FROM THE TERRITORY.

    A REPORT BY THE COUNCIL WAS INTRODUCED TO THE GENERAL ASSEMBLY BY MR. ANTON VRATUSA OF YUGOSLAVIA, THE COUNCIL PRESIDENT.

    HE SAID IT WAS PLANNED TO MAKE ANOTHER ATTEMPT TO ENTER SOUTH WEST AFRICA AS SOON AS ARRANGEMENT COULD BE MADE. AN ATTEMPT LAST MONTH WAS FRUSTRATED BY SOUTH AFRICA, WHICH SHOULD HAVE TERMINATED ITS MANDATE ON THE TERRITORY IN 1966 TO ALLOW THE U.N. TO TAKE OVER AS A PRELIMINARY TO INDEPENDENCE.

    IN ITS REPORT THE COUNCIL SAID IT FEARED THAT THE PERSISTENT REFUSAL ON THE PART OF SOUTH AFRICA TO COMPLY WITH THE DECISIONS OF THE UNITED NATIONS WOULD INEVITABLY LEAD TO VIOLENCE AND RACIAL WAR, AND CONSTITUTE A GRAVE THREAT TO INTERNATIONAL PEACE AND SECURITY IN THE AREA.

    MR. VRATUSA ALSO MENTIONED THE QUESTION OF SOUTH WEST AFRICAN REFUGEES.
