    Dutch Premier Jan De Quay and Foreign Minister Joseph Luns arrived at Orly Airport, near Paris, Aug 31, for six hours of talks with President de Gaulle and his ministers. They were met by French Premier Debre and Foreign Affairs Minister Couve de Murville. At the close of talks held in the Elysee Palace, the French and Dutch statesmen were filmed together.

    The talks are part of a series organised by General de Gaulle for the near future. Italy's Premier Fanfani and Foreign Minister Segni are expected in Paris later this week, Belgian leaders will visit Paris in September, and the month will close with a call from Luxemburg's Premier.

    Purpose of the meetings is to consider President de Gaulle's plans for Europe's future political organisation, broached to Germany's Chancellor Adenauer in the Rambouillet talks a month ago. De Gaulle is keen for regular meetings of European heads of governments and their Foreign Ministers, and hopes to create a permanent political secretariat in Paris to arrange them.
